What makes resurfacing worth discussing
Resurfacing may enter the conversation when distress appears primarily at the surface, the structure below is reasonably stable, elevations can accept an added layer and the proposed preparation addresses cracks and localized defects.

Widespread connected cracking, repeated movement, depressions, edge loss, soft areas or water-linked failure can signal that a surface-only treatment may leave important conditions unresolved.

Compare methods, not labels
One bid may use the word overlay while another includes milling, repairs or base correction. Ask every proposal to state existing-surface preparation, localized repairs, edge work, finished elevation, tie-ins and what is specifically excluded.
